UK Local Authorities Plan to Sell Off Social Clubs and Sports Centres to Balance Books

Based on a latest survey of local authorities, UK councils are preparing to offload social clubs, sports centres, and shopping arcades as they bet on a rapid disposal of properties to stabilize finances.

Increasing Fiscal Challenges Drive Asset Sales

The Key Cities Group representing second-tier cities in the UK reported that 60% of local authorities are planning to dispose of properties to meet the escalating costs of adult and children’s social care.

Local governments have previously come under fire for disposing of public land and land to shore up their budgets, but they contend they must continue to raise vital cash from asset sales or face insolvency.

The group noted that a high proportion of councils seeking to generate funds from a fire sale of holdings represented “a clear change from 2024, when the largest share (six in ten) of municipal officials stated they would focus on service redesigns and using financial reserves to weather increasing fiscal pressures.”

Detailed Cases of Proposed Sales

Medway Council in southeast England said its property management strategy featured the sale of a shopping centre in Rainham and a community venue in another town to raise £20m over five years.

  • A local golf course and commercial properties held in two English counties, which all generate rent for Medway council, will additionally be disposed of under the plan.

Council Tax Rises and Wider Financial Pressures

The survey of councils in the coalition, which covers Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of authorities will have to raise local levies next spring to cover the rising cost of core provisions, higher levels of housing insecurity, and a longstanding accommodation deficit.

Medway council explained it will proceed with property disposals after sharp increases in the cost of children services, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are adopting innovative approaches but certain measures require time to achieve both improved services and cost efficiency,” stated Vince Maple.

He continued: “There are population challenges which will persist to add to the strains we have. As a unitary authority, we had a drastic reduction in our central funding from over the past decade, which is extremely difficult.”

Countrywide Patterns and Forecasts

A survey of regional authorities recently further found council budgets being stretched by the growing number of young people and adults needing special educational assistance.

The County Councils Network projected that local shortfalls will reach £4.4bn a year by 2029, as they grapple to manage increased demand.

Ministers have delayed planned reforms to the special educational needs framework until next year after a white paper outlining those changes has been postponed.

Disadvantage and Funding Shortfalls

Based on the latest indices of deprivation (IMD) for English councils, many key cities members were included in the most disadvantaged in the country.

  • “Member cities like several major towns place in the top 30 nationally under the 2025 IMD measures,” said the study.

“While only a single urban area is among the ten most deprived for disadvantaged communities countrywide, cities are far more likely to be in the worst-off 20% of England. The figures highlights the extent of difficulties facing local leaders across key cities in the coming year,” the analysis added.

“Council officials have been clear about the need for a equitable and lasting funding system that reflects and addresses the real levels of disadvantage and need,” stated Michael Mordey.

“Without this, councils will continue to face impossible choices around which essential services to allocate spend to, and which to cut, to the detriment of their communities.”

One in five of councils have reduced or weakened social care provision in the last year, the survey revealed.
